WA Land Subdividing

I am looking to buying land in Bellingham and trying to develop a budget for the project.

I have been reading treads on people subdividing their residential lots, or 1ac or so - however, how much could I expect as a cost to subdivide let's say 20ac-30ac?

Do I need about $50K for permitting with the City of Bellingham?

Does that include the studies, surveying, etc?

Any input would be helpful!
