Check list for buying land/building lot?

Does anyone have a checklist when buying and considering buying a lot to build on? I would imagine zoning would be important, but what other factors should I consider? All lots considered are subdivided and surveyed

I live in an up and coming neighborhood with a high demand of people wanting to buy in, but the land is hard to come by because only a few people own lots.  Long story short, I can get one of the land owners to hold the "note" until closing.  2500-3000 sqft specs are selling for over 400k up into the 450-500k range at an average of $110-112 to build  and around $180-200 sqft  sold.
