Can anyone get into property development ??

I am just curious, 

If you have no experience in property development , but have been an investor in apartment complexes , along with buying and flipping houses, could you start by buying small properties and developing them, and then the more you grow in the future, the bigger the projects you can fulfill? Sorry if I sound silly! Just curious! Also looking into earning a business degree from a community college , which I know for a fact would help a lot. I will be moving to Charlotte in the next few years, if that helps as far as location goes.
