Undeveloped Property in Houston

SO, My parents own 12 acres of undeveloped property that is zoned for single family dwellings. They have had multiple offers to buy it, but only with approval for the city allow multi-family units to be built. The city will not approve this, and my parents do not have the money to develop it themselves. Does anyone have any ideas as to how they can come about financing to develop it? or how to get the city to allow a multi-family property? It is located in a quiet area with a new school just built less than a mile down the street. Thanks for your help....
