Unexplored Investment Angle?

My sister works as a Barrista at a local coffee shop and she met a local man who owns a house quite close to me. (Of course, in a town of 5k odd give or take, everyone is near here, LOL)

Thing is...the government is paying him for the privilege of owning that home. It turns out that the BLM (Bureau of Land Management) will pay consideration to home and land owners simply for their agreement to maintain the property in exact condition as they received it.

I only mention this because thus far I had not come across this concept in my REI research up to this point. I know this type of opportunity is out there, as I vaguely remember it being mentioned to me before, but it seems overlooked in REI discussion. Am I wrong on this?
