DeKalb County, Georgia Zoning R-75 (not city of Atlanta)

Anyone out there built in anywhere in DeKalb County? I saw two lots that were each on 40' lots side x side. They were both zoned R-75, however, drove buy and noticed they are building two separate homes. I thought 75' was minimum unless it was rezoned to A5 which is still 60'

Any thoughts?
