Developer/Builder Looking for a New Market

I'm looking for help choosing a market to work and invest in. I specifically focus on subdividing land and multi-family new builds. Below is a photo of a 4-plex I recently built from the ground up on land I acquired through the subdividing process.

I currently operate in Canada and I'm looking to take my talents south of the border. Any suggestions on markets that are friendly and welcoming to infill development and multi-family new builds? I'm hoping to narrow down a couple markets and spend time learning their by-laws/zoning through and through. I have a background in Urban Planning and Civil Engineering which gives a big leg up when it comes to this strategy.
