Best ROI on acreage in Waco

My wife and I own a home on roughly 5 acres in Waco, TX. We are technically in the county (McLennan) which gives us somewhat more flexibility in terms of what we can do with the land (unrestricted zoning). We are considering dividing up our land (1-2 acres with the house and 3-4 acres separately) to build an RV park or tiny home community. Trying to get an idea of total costs to get the sites setup. Leaning toward gravel pads and a gravel road. We will need septic. 

What would you recommend we do with our land for the best ROI? RV park, self storage, other?

Really appreciate any advice and guidance you can send my way!
