Building New Construction Small Multi Fam in ID

Hello BP Community! I am an investor and agent in the Phila area and I have been looking to get into small multi fam new construction but I am finding my market is very saturated, lots of competition, not much for sale, numbers that make 0 sense, and worst of all zoning regulations preventing any construction.

I believe that small MF is here to stay and we need more of it, especially where I am from. Again this might be very different to what is actually needed in this area, but I am doing some prelim research

My goal is to build 2-4 unit properties, 2 units is totally ok. I am seeing land selling from 100-200k, and duplexes selling anywhere form 800-1.2M. 

Besides just selling for a profit, I am also open to building and refinancing.
