In process of getting a variance, is it better to add...

Hey all, first time post here!! 

So I own a building and I am in the process of obtaining a use variance with the town to add a level with apartments. One of our hardships is parking. The township requires 1.8 spaces per bedroom. Outlined in our current plan are 3, 1 bedroom apartments which would require 6 spaces and make it a harder sell than adding 2, 2 bedroom apartments.  

From an income perspective, do you feel that it'd be better to try for the 3 or go for the 2? Are there any pros to either? (For ex. higher renewal rates) I am trying to decide what we should ultimately present to the board so any insights are certainly appreciated.
