Commercial Corridor to Multi-family

Hi all, I just went under contract for my very first investment property, a duplex (separated houses) in White Settlement Texas. Come to find out that the 2nd house address cannot be found anywhere, almost like it doesn't exist. I called the zoning department and they said the property is listed as Commercial Corridor, that both houses can be used as residents, and I can rehab however I would not be able to increase the property size of it. No new builds. 

If I wanted to rezone it to residential, it would cost $750 and need to be approved by the city council etc. 

My current lender is trying to figure out how she could finance it since the 2nd address doesn't exist anywhere and isn't considered an actual duplex. 

Has anybody had this experience before or have advice? Thank you kindly
