Build Multiple family House vs Buy Old House & Hold/Flips

In today's market (Houston). Do you think instead of buying old properties and flips/hold, it's cheaper to buy one lot and build multiple family properties (probably between duplex - fourplex)? 

I'm a newbie, and doesn't know any developer, is there any suggestions, things that I need to look out for if I go this route? 

Is there any suggestions on what kind of loan should I get?

lastly, what's your reason for not considering/suggest building your own properties, other than the whole process will takes a lot longer.
