Zoning Multifamily / Single Family Attached / Townhomes

We're trying to develop a lot into a smaller townhome (rowhouse) subdivision. The zoning of the city in that area allows "multifamily" or "single family attached" avoiding the architectural term townhome / rowhouse so no rezoning is required for that lot. The rowhouses/townhomes to be built are supposed to be for sale only. The subdivision will have a common area but no amenties, aka an HOA. Even though the multifamily designation section in the ordinance is generally less stringent than the single family attached one (but not in all aspects) I still do not understand the overall consequence if we followed either route. The city appears to be conscientiously fuzzy about that when asked. Are there any general rules / distinctions that would apply here?
