How to find a deal in a good neighbourhood?

I have been trying to find a deal in a high income community (say 10% to 15% below the market), and has yet been successful.
It is understandable that it is easier to find a good deal in a low income neighborhood since there will be more motivated seller, but can you find a good deal in a good neighbourhood?
