Phone System for VA based in Philippines

Hi all- 

We are hiring a virtual assistant based out of the Philippines to make cold calls to owners in the United States. She will be working 15 hours a week, so we need a system that allows for an unlimited amount of calls a month from the Philippines to the United States. It would need to be a phone system/app that allows you to call cell phones and landlines in the United States. Does anyone have experience with this and if so, what app/phone service would you recommend?
