Looking into my first multifamily.

I was wondering if anyone had thoughts on the numbers on this multifamily

Im thinking of putting an offer at 1.4M. If I can get a 3.5% loan, the monthly expenses seem 6.1k
Monthly income is 1.7*4=6.8.

I think rents are somewhat low for the area. They could go at least 10% higher.
This is a city with rent control in place so I would only be able to increase rents by 5% per year.

Will ~700$ allow me for capex and vacancies (or 10% of income)?
