Is it a stabilized property or not?

I am making an offer on a 6 unit 1 bed/1 bath property. The owner has upgraded all the apartments in 2019 and brought in new tenants on a month-to-month lease this year with market rents. He put the property up for sale after the last tenant signed on in June 2020. Should I be concerned? The first tenant was brought in Feb 2020 and all of them have been there since they signed the lease between Feb and June. Any suggestions/thoughts are greatly appreciated. Thanks.
