Pre-Qualification Letter for a Commercial Purchase?

I received a second counter offer on a 6 unit apartment building. As a part of the offer, they are asking for a pre-qual letter. Is it possible to get a commercial pre-qual without the complete financials on the property? Thank you in advance for any input.
