Agency Multifamily Refinance Question

We are looking to refi two multifamily construction loans (15MM and 42MM). We were considering a HUD for the extended amortization, full cash out and low interest rate, however I am reading that you cannot recapitalize? Does this mean that all of the equity must remain in the deal?
