All cash then refi or mortgage upfront?

I have enough cash to make all cash purchases, but obviously want the leverage.

Is it cheaper to a) buy all cash, limit mortgage and closing fees and then refinance ? Or b) just do the mortgage upfront?

Note I am not BRRR

All cash offers allows you to make aggressive offers and close quickly. Wind deals then get a mortgage at a later date can be a good strategy.
