Investing in low population area

I have an opportunity to buy an a 9 unit apartment complex in western North Dakota for $80,000. It’s in farm country, and the town it’s in has less then 200 people. Currently, only 2 units are rented, and could go to 0 at any time as nothing is under contract and both renters are wanting to buy a house. The current owners have done very little in the way of advertising. Basically just word of mouth. Everything is in good condition, taxes are low, rent is at $450 per unit. Does anyone have any input of advice? What could be done to get more units filled?
