How to manage access to burners and electrical boxes?

Hello BP Community,

I have a two-family and currently live in one unit. The unit I live in has the oil burners (controls heat and hot water) and electrical boxes for both units. The oil burners require a bit of attention. During the winter on a weekly basis I have to vent them, especially the second unit's, and refill with water. The dilemma I am facing is when I move out and rent both units how do I get the tenants in my current unit to vent and refill both tanks, especially for the unit they are not renting.

I do have a side door to the basement that could allow both units access to what they need. The issue with this is the basement is fully functional and a big selling point of the first unit.  

Another potential solution is getting an oil burner that is more efficient and auto fills. The problem with this is it is very costly. (Greater than $7,000)

Even in the second scenario I need to grant access to both renters for emergency situations such as needing to reset the electrical box or needing to reset their oil burner.
