Landscaping: covering a former pool area

Hi folks,

I am trying to figure out an economical way to cover up a former pool area in a 60+ units property. The pool has been demolished and the area is covered with dirt. This is a relatively big area, which is part of an interior courtyard, the adjacent half of which is covered with grass. Outside of covering that area with grass (trying to cut down on grass) or building expensive amenities, what could I do here to cover the dirt? It clearly needs to be covered with something.
