Looking for advice on how to build a quadplex in Zebulon NC

I recently purchased a small lot in the town of Zebulon, 30 minutes from Raleigh, NC. From my preliminary discussions with the Director of Planning for the town, I am allowed to build a quadplex on the lot. I'm thinking about a 48 x 40 building structure, 2 stories, 2 units per floor (each unit would be 2 bedroom, 1 bath, approx. 1000 sq ft). Does that make sense from a commercial point of view? I am looking for advice regarding what type of financing might be available for my project and affordable builders. I would also be interested in hearing from the community on any regulations that I should be mindful of, as well as thoughts on conventional building vs. pre-fabricated / modular.
