Repurposing Mill Building for Apartments and Restaurant

Found an old Mill building for sale, and am interested in repurposing it as a mixed use building with 40+ residential units and possibly a smaller commercial space for a restaurant or coffee shop. The town has seemed receptive to the idea. Before raising capital, what steps would I go through to start the process. I realize it is an enormous project, and there are a lot of elements that need to be considered, but I would love any input to get me going in the right direction. This is more of an investigation into the potential than a plan to follow through on it all! Appreciate any thoughts and help!
