Utilizing TIF (Tax Increment Financing) funds for a Project

I have recently been looking to do a rehab of an 8 unit apartment in a TIF District. I have 2 topics to discuss:

How difficult is it to apply and receive TIF funds? Is it foolish to count on TIF funds for a project as a small developer? 

TIF funds were created to help projects that could not be accomplished if it were for the fund. The amount of TIF funds would determine how much I can spend on the building. I don't want to purchase the building and then realize that accessing the TIF funds is extremely challenging for a small investor and then I am stuck. I guess I am looking for better input on how people approach TIF projects.
