What is the best market to buy a 4 mil apartment building?

I need to buy a property in 4 mil range. I want an area with LOW vacancy and steady Econ and population growth for long term hold. I prefer on site management. What will this get me and where (MSA?) should look in?

I was advised that university towns were great options. I chose eugene oregon and was happy with that choice. Now i am selling that property and moving my funds to portland Oregon. 

I find both cities to be excellent places to invest.  Growing population, low vacancies, etc. a good and growing tech sector, etc  

My suggestion is to find a good commercial broker at a larger agency and use their dept of knowledge to help you find an excellent investment
