Basement addition to a duplex

Hi all!

I am new here and I am from Ontario, Canada. I recently purchased a duplex as owner occupied. The duplex doenst have a basement and I was thinking of getting private money to finance the basement which I am planning to make either a one or 2 bedrooms. Then I could refinance it and reimburse the private lender. 

My question is: will the ARV be enough to pull the money I put in.
