Converting store front to apartment

I am currently looking at a property in Philadelphia, it is zoned as a triplex with a storefront. The bottom floor is the storefront and has a 1 bed 1 bath, I'm trying to determine if I need to rezone it to convert the store front to part of the apartment. The zoning is cmx3.
