sacramento rent control

I have been looking into buying 30+ units in Sacramento, CA. I have located two apartment buildings which I need to negotiate the details with the broker, however as of a day ago I have found out the city of Sacramento has approved the rent control as of Sept 2019. I would like to know what should I expect to happen in prices and the existing inventory of those for sale in the market.
