Looking For Off market Properties - (Agent) Buyers Commission

Im a real estate agent in Los Angeles , doing some apartment building buying/selling
A client wants a certain class A building built after 1990 in LA, most likely I need to call 
other commercial agents and ask if they have any off market properties ,

however, it seems many dont offer buying agent commission ?

is this coorect ? do I need to ask ?

whats the deal ?
