Apartment buildings worth a look?

I'm not sure of what cap rates are or if these are considered A, B or C buildings & location. The area is just east of US1/Federal Hwy and retail in NE Broward county, Florida but, I am hoping someone can help me determine if these are worth taking a look?

2 buildings, 13 total units

8 = 1BR/1BA @ $650-$675
2 = 2BR/1BA @ $725

2 = 2BR/1BA @ $850
1 = 3BR/2BA @ $1250

BTW, owner is willing to hold note and please let me know what other info you may need to help guide me here.
