First Time Investor in Kansas City

Hi Everyone,

First and foremost, a big thank you to the BiggerPockets community for the helpful and thoughtful advice shared on these forums! I have already learned a tremendous amount in the short time (a week) that I've been a member. Looking forward to learning more and giving back to others.

I am a first time out of state real estate investor and a bit nervous to pull the trigger. I have my eyes set on a duplex in KCMO, the North East Kansas City area (between Pendleton Heights and South Indian Mound), right north of Independence Ave. 64124. It's clear that this isn't the best of neighborhoods but I have read that crime has dropped in recent years. Anyways, I just wanted to see if anyone was very familiar with the location and its recent developments. The homes (duplex) here are close to 100 years old (1920s) and I'm wondering what that would mean maintenance wise. Also there are current tenants residing in the property and it is currently being sold from an investor portfolio. Any advice as to how to approach, negotiate the purchase of this property?
