Who should I market this Hollywood development to?

So one of my friends is a developer and was going to build a triplex on land he has in the Hollywood hills on Beachwood. He’s now allowing me to wholesale it. It comes with approved plans with permits ready to pull. In total it’ll be 12 bedrooms 9 baths with an 8100 SQFT build out. Each unit will have a 2 car garage. To me it seems like a really good opportunity but I’m new to Los Angeles so I’m not sure who to market it to exactly. I’ve tried some development companies but is there a niche you typically target when dealing with these types of deals. Please let me know any advice is greatly appreciated.
