Is it a decent time to buy or sell?

Especially in NJ PA NY market.  

Planning to sell some and buy some in this summer.  

Local prices seems soft and not as robust and a bit hard for sellers to sell at a decent price .  Also for buyers, not easy to find good deals.  

Good thing is employment rate is still good.
