What to do with a unfinished basement in a duplex

Hello,

I have a full duplex 2 bedroom 1 bath upstairs on both sides. Currently both basements are not developed but zoned for a multi-family and have separate entrances. My question is should I develop the basements into a separate live unit on each side turning my duplex into a 4plex? or just finish the basement adding another bedroom, bath and living turning my 2bd 1bth into a 3bd 2bth?  If i turn into a separate unit downstairs i can get $1600-1700/month per side. With turning it into a 3bd 2th unit i can get 1300ish a month per side. My thought/concern comes when its time for resale which would be more appealing to buys? any input would be great
