Looking to meet General contractor

I am looking for general contractor in eastern ct . I would like some quotes and answer in replacing floor joist and subfloors,

I have a property in mind . It is a 6 unit. 3 first floor units are severely damaged flooring ( units are rented out) floor has pitch, wavy, dips, etc.

Further inspection I found insect damage to floor joist and subfloors.

Can I get the joist “repaired” for tax purposes while the tenants are living there?

Can I get a loan still ( commerical loan ) ?

Will the town give me issues for living conditions being the way they are ? Floors ruined ?

Any thoughts and suggestions greatly appreciate
