Building a duplex in the county

I'm in the process of building a duplex about 5 min out of town and that is a bit of a concern to me. Its outside of kanab utah. I just closed on the property this week. The reasons I decided to go outside of city limits were 1) impact fees are waved 2) the water has already been paid to be installed and that saves me 25 grand out of the gate. Now I've got 3 concerns 1) 10 min out of town might seem like nothing to most but to others that's a long drive to pick up kids from practice or taking kids in to play with friends running to the store ect. However rentals are in high high demand. 2) there is no sewer out that far so a septic system would have to be installed and I'm not to sure how well a septic will hold up on a duplex. 3) building materials, is it a bad time to build with the increase in materials or do you hear or see it started to drop. I NEED SOME ADVICE FROM YOU GUYS THAT DO THIS ON THE DAILY. Thanks
