USDA Loan For Mobile Home Parks

My partner @Ryan Marrs and I have two mobile home parks located in rural areas of OK and MO. We are currently looking into having our bank loans replaced with fixed rate USDA financing. We have heard of others obtaining long term - competitive rates from USDA, but we and our banker are being met with resistance. By resistance I mean an inability to get a definitive answer on if our properties qualify, what steps need to be taken, and time frame. Does anyone have experience with the USDA and mobile home parks? We are currently looking into 538 loan options. 

A little about the two properties:

#1 in OK

48 sites, 80% resident owned, 15% rental with option to purchase, 5% RV with 30 day minimum

35 sites, 50% resident owned, 50% rental
