Converting single family into triplex using 203k

Hey Everybody,

I have a house that my family member owns and wants to sell to me. This property is currently zoned as an RSA-5. I have a few questions that I'm trying to get answered. 

The property is a 3 story row home in South Philly and around 2500 sq/ft. Im looking to possibly convert this property into a triplex with 2br units on each floor using a 203k loan. I wanted to know what the cost is associated with changing the zoning of the property and how long does it typically take? If I convert this property into a triplex will the property tax go up? Are there tax incentives for multi unit housing? Since the property will be completely rehabbed is there any tax abatement? Since the property is in the family is it possible to do seller financing and still get a 203k loan for the improvements? Am I able to still do a 203k loan without a real estate agent?

I reached out to a few 203k consultants from the HUD directory and I'm having a hard time finding someone that does consulting full time. Any recommendations for HUD certified 203k consultants?

I have a million more questions but I'll stick with these for now. Any advice helps.
