First place to start is determining whether or not each unit has it's own hot water tank and main shut off valve. If this is the case, submetering is going to be possible. Probably will cost about $300-500 per unit installed by a submetering company like Guardian Water & Power which is based in Ohio. The meters are read remotely by Guardian Water & Power either by an internet connection on the property or over 3G if internet is not available at the property. Guardian's system's provide leak and tamper alert detection. It's a no brainer to have the submetering company bill your tenants. There is no cost for the monitoring and billing service as the small billing fee of $5 is just included in the tenant's bill. Plus, it's more professional to have your tenant's receive a formal utility bill in the mail from Guardian versus something from the landlord.
If each unit does not have it's own hot water tank and shut off valve, then RUBS is going to be your best option. Guardian also provides RUBS service and there is lot's of information on their website about submetering or RUBS.
