Looking into a deal where all the rents are 25% below market

I am looking into a 10 unit apartment building where all the units are rented 20-30% below market value. The building is currently 90% occupied with some of the units being recently renovated. I am trying to figure out how I can acquire the property and raise rents to market value without losing too many tenants. Also another question referring to multifamily deals. Is it possible to do the brrrr strategy so I can cash out and have plenty of excess capital to invest in other deals.
