Raising Capital for Multifamily

Hi, 

I would like to ask a few questions regarding with raising capital from other people from foreign countries.

My ultimate goal is to buy small to medium size multifamily properties.

I have some friends from Myanmar where I am originally from and some friends in Singapore where I used to live, who might be interested to invest with me to buy real estate here. So, I would like to know what are the rules and regulations to bring foreign capital here, can Myanmar citizen invest in US private company?

I would like to know the rules for IRS as well for bringing in foreign capital.

I know that most Myanmar investors are buying properties in Singapore, Bangkok, Australia, New Zealand and England. Do they have to be accredited investors? What are the criteria?

Should I ask CPA or attorney? 

I also found some real estate companies and they are offering private investment with minimum of $5,000. It also mentioned that they are SEC registered. How can they do that? Are they offering only to accredited investors?
