Gas bill needs to shrink now!

10 unit in Cleveland, OH. Only 5 tenants and gas bill is $700/month. Is it me or is that high? What change/upgrade should I do to reduce this bill other than charging the tenants a "utility bill"? Any help/advice would appreciated. Thanks, Tim
