Cash out refi, how can I improve the appraised value?

I own two triplexes. I'd say they are in C/D areas (several tenants are on housing assistance.)

What can I do to improve the value of the houses? I asked my manager if I could convert the basement and attics into units but she said this was impossible (I believe something architectural or zoning)... she said I could turn it into additional storage space?

Also what if I bought a shed and put it in the back yard?

Obviously make it cosmetically pretty - maybe have a nice garden or something.
