MA Fire Alarm Regulations

I am currently looking at purchasing a multi family (5+ units)  in the New Bedford / Fall River area and am wondering what people have run into as far as requirements for sprinkler systems and having a fire alarm system with a panel. Is one required upon sale and transfer of property or is it if i were to make modifications to the property and needed to pull a permit?
