Collecting RUBS income

Hello BP Community,

This is my 2nd question regarding RUBS and I appreciate everyone for their help and feedback.

My question is if any multifamily operators have had issues collecting the RUBS payment and what type of recourse is there?

Of course I can deduct this from the tenant's security deposit but after a while, the balance of the security deposit will run out.

As I understand in California, I can't evict someone for non-payment of RUBS.  Furthermore, I don't believe in CA that I can apply rent payment to a RUBS balance leaving a rent balance.

Any ideas or experiences?
