I will never buy a building where utility is included. Tenants use a lot more and then a percentage do not pay the bill. I have some friends that own 100 plus units not in that state but another. About 70% pay and 15% go to collections and eventually pay. The rest never pay the utility while you are trying to collect from them so he just writes it off versus evict and have to spend thousands turning an older unit.

He built that in to his purchase price when he bought. Just do not use rosy projections on landlord paid utility buildings and you might do okay.
