Where to obtain a list of multifamily owners in my area?

I'm looking to obtain a list of multifamily property owners in the Phoenix area (including surrounding areas like Gilbert, Mesa, Tempe, Chandler).  I know I may be able to purchase this information from a listing company.  However, I have also read that the city is able to provide these records.  I contacted the assessor's office but they said that they did not have this information.  Any ideas where to look next?
