Where to obtain a list of multifamily owners in my area?

I'm looking to obtain a list of multifamily property owners in the Phoenix area (including surrounding areas like Gilbert, Mesa, Tempe, Chandler).  I know I may be able to purchase this information from a listing company.  However, I have also read that the city is able to provide these records.  I contacted the assessor's office but they said that they did not have this information.  Any ideas where to look next?

Jared,

No idea where you can "buy" a list but many counties assessors have web sites that allow you to get a fair bit of information about each property in the county (e.g. Taxes, Past Sales, Mailing Address, etc.). 

A bit of elbow grease, patience and organization and you can get just about everything you need from the site (assuming this county has one).

If you a looking to do a mail blast, it is a pain but if you can focus to reasonable geographical area, it is quite doable.
